From October 25, Transport for London are extending what is known as the ULEZ (Ultra Low Emission Zone) and the Library will be just within or very near its environs, which go as far as the North (and South) Circular.
Therefore, if you drive to the Library and park there you may possibly incur a charge. We understand that nearly all petrol vehicles produced since 2005 meet the ULEZ standards. Vehicles which meet the equivalent of the Euro 4 NOx standard for petrol have been available to buy since 2001. You can find a vehicle’s Euro emission standard on its vehicle registration document.
